Health, Safety and Welfare Committee

1  Introduction

Under the Health and Safety at Work Act, the Health, Safety and Welfare Committee has the function of keeping under review the measures taken to ensure the health and safety at work of employees. It is a natural extension to include the health and safety of students, contractors and visitors on University premises.

School and Departmental Safety Committees draw up agreed objectives or terms of reference.

2  Terms of Reference

  • To advise the University on matters of health and safety policy, and to recommend any action necessary to ensure the health and safety of staff, students and members of the public.
  • To keep under review the University's legal obligations and health and safety measures.
  • To receive safety audit reports, accident reports, reports from enforcing authorities from safety representatives and from Departmental/School Safety Committees and to make recommendations including any corrective action.
  • To receive, review and assist development of proposals for implementation of new legislation.
  • To assist in the development of safety policies and procedures.
  • To review health and safety training and communications.
  • To provide appropriate links with relevant enforcing authorities.
  • To receive reports and review security for staff, students and visitors on University premises, particularly where it could impinge on health and safety.
  • To provide reports, as appropriate, for circulation to Senior Management, School Boards of Studies, Student Union Executive, Departmental meetings and the Board of Governors
  • To advise on, monitor and support initiatives designed to promote the welfare of staff and students.
