The Action Plan encompasses a variety of actions taken across Directorate Generals of the EU Commission, as well as two pilot projects providing funding for transnational projects promoting equal opportunities for people with disabilities.
The evaluation aims to examine the achievements and impacts of the Action Plan in the light of a number of particular evaluation issues.
Richard Whittle is contributing to this evaluation study as an expert advisor on EU disability policy.

The project aims were to
- develop and pilot a capacity building programme relating to the Framework Employment Directive and its application to intellectual disability that can be widely disseminated within the partner countries (initially) and thereafter made available to the other Member States
- develop an awareness raising campaign and code of good practice for legal practitioners in the context of intellectual disability
- develop a pool of specialist information at EU level relating to non-discrimination law and policy in the context of intellectual disability that, in turn, can feed into ongoing debates on existing and future non-discrimination legislation
- develop and implement a legal test case strategy in the context of the Framework Employment Directive and intellectual disability
