My research interests centre on the Public Sector Scorecard, an integrated quality management and performance measurement framework for the public and third sectors.

Profile

Max is the head of CIOD's quality and performance research area. He is a fellow of the Operational Research Society and a fellow of the Chartered Quality Institute with Chartered Quality Professional status.

He is a member of the steering committee of the British Quality Foundation Local Government and Communities interest group, a member of the European Foundation for Quality Management Health Group, and vice-chair of the Yorkshire group of the Chartered Quality Institute.

He is author of the book, 'Delivering Excellence in Health and Social Care' and a winner of an International Literati 'Outstanding Paper' Prize in 2005 for his article 'Eight Essentials of Performance Measurement'. He is much in demand as a speaker and workshop presenter.

Max has over 25 years experience as a management consultant in the public sector including eight years as senior section leader in British Coal's Operational Research Executive and five years working in central government for the Departments of Health, Environment and Transport.

Research and consultancy projects

Current and recent consultancy projects using the Public Sector Scorecard include

  • evaluating Sheffield Healthy Towns programme which has received government money to address child and adolescent obesity within the city
  • improving Sheffield's Stop Smoking service
  • developing an evaluation strategy for the government's ethnic minority employment task force
