Summary

Jonathan was the Permanent Secretary for the Department of Education from April 2016 - August 2020. He was responsible for all policy advice to Ministers on higher education, and for establishing the regulatory regime delivered by the Office for Students. He regularly visited higher education institutions - including Sheffield Hallam University - as part of this role.

As a senior civil servant Jonathan advised Ministers of all three of England's major political parties, in No.10, the Cabinet Office, the Home Office, the Ministry of Justice and the Ministry of Defence, before joining the DfE as its permanent secretary in 2016. 

Since leaving his post at the DfE he has been appointed a Visiting Professor at both King's College and Queen Mary's University of London. He is also a trustee for Charter Schools Education Trust and Board Member at the Institute for Government and a Governor of Morley College.
