Kevin Wong joined the Hallam Centre for Community Justice in Spring 2010 as the deputy director and has extensive experience of leading consultancy and research projects across a range of social policy sectors. Most recently he has managed multi-site research projects commissioned by the Home Office and Ministry of Justice including building voluntary and community sector (VCS) capacity in offender management which focuses on support services delivered by organisations across a range of diversity strands, and the five site process evaluation of the Intensive Alternatives to Custody (IAC) pilot programme which examined the responses of sentencers, court staff, delivery agencies and offenders to the IAC community orders.
As an independent researcher and consultant he has undertaken
- a review of Community Engagement Practices by the Police (commissioned by Centrex), including victims of crime, older people, young people, black, minority and ethnic (BME) groups, women, lesbian, gay, bi-sexual and transgender (LGBT) groups, refugees and asylum seekers and migrant workers
- a review of Hate Crime Reporting and Service Delivery for victims in Wakefield involving consultation with a wide range of stakeholders including faith groups, BME groups, LGBT groups and people with disabilities; and the two year process evaluation of SUNRISE which informed the roll out of refugee integration legal and support services across England, Wales and Scotland
Other projects include the process evaluation of Community Legal Advice Centres and Networks (CLACs/CLANs) for the Legal Services Commission, and a national Youth Justice Board study of interventions with racially motivated offenders.
Until January 2006, Kevin was an assistant director at Nacro, the principal crime reduction charity in the UK, where he had extensive experience of working with VCS and statutory agencies to develop services across equality strands. In addition he was responsible for directing and managing consultancy and research projects commissioned by the Home Office, regional government offices, police authorities and local government. During his time at Nacro, he acted as a project manager delivering a Home Office funded consultancy service to agencies which delivered services to victims of domestic and sexual violence. He also developed and managed a domestic and sexual violence awareness campaign and helpline project targeted at victims.

Integrated Offender Management National Evaluation - A Process Evaluation, break even analysis and impact feasibility study of IOM Approaches in Five Pioneer Areas across England, commissioned by the Ministry of Justice
Review of Layered Offender Management and Tiering in prisons - this major piece of work was commissioned by the Ministry of Justice to review the piloting of Layered Offender Management across prisons in Yorkshire and Humberside and Tiering in two prisons in England.
Intensive Alternatives to Custody National Evaluation - a major project involving an Evaluation of Intensive Alternatives to Custody (IAC): A Process Evaluation, Break-Even Analysis and Impact Evaluation Feasibility Study of IAC Approaches in Seven Areas - commissioned by the Ministry of Justice
Evaluation of the Sheffield Vigilance Project - contracted by Sheffield City Council to evaluate offender needs and services in Sheffield, a police catch and convict project and to contribute to the development of Integrated Offender Management in the city.
Cost effectiveness delivery of the Integrated Offender Management pilot on the Manor Estate in Sheffield - this project has been commissioned by the IOM pilot Steering Group to assess the cost of the pilot, identify additionality of service provision, produce a break even analysis and a cost effectiveness assessment of the IOM pilot examining costs to the Criminal Justice System and wider economic costs to society.
