Community-led Housing in England: Understanding the factors affecting growth and potential financial interventions

This project examines the factors affecting the growth of community-led housing (CLH) in England, to inform the design of a practical and scalable financial mechanism capable of supporting and sustaining sector growth within fiscal constraints. Commissioned by the Ministry of Housing, Communities and Local Government (MHCLG), the study responds to the Government’s objective of increasing housing supply - highlighted by the commitment to deliver 1.5 million homes - and the parallel ambition to diversify housing delivery models.

The study adopted a mixed-methods approach, combining secondary and primary research to build a comprehensive evidence base, including: a rapid evidence assessment; targeted international research; stakeholder interviews; a survey of CLH organisations; and a participatory design phase that took the learning and findings from the research to design a financial mechanisms to support the growth of CLH.

The project is in partnership with Verian and Social Finance.
