This model was developed by a team led by the London School of Tropical Medicine with University College London Bartlett School of Graduate Studies and UCL Energy Institute, Centre for Regional Economic and Social Research at Sheffield Hallam University, Warwick University, and Ulster University.

The model was created for the Department of Energy and Climate Change to investigate the possible health impact of energy efficiency measures within the domestic housing stock. It allows policy makers to examine the effect of energy efficiency improvements, pertaining to the fabric and ventilation system for the housing stock of England and Wales, and Scotland to identify potential changes in exposures of pollutants, temperatures and mould risk. The health impacts are shown with quality-adjusted life-years (QALYs) which describe the improvement in the quality of life.
