Homes In Community Hands Evaluation

In 2017 Power to Change launched its Homes in Community Hands programme, aimed at boosting the development of community led housing (CLH) in England. Focused on five urban areas, it provided funding to plan and develop affordable housing projects and to establish enabler organisations.

Through this activity the Homes in Community Hands programme has played a significant role in the growth of the CLH sector. It offered grants totalling £5.1m to 44 different organisations, supporting the planned development of between 4,000–5,000 homes.

This evaluation sought to understand the impact of Power to Change's funding, highlighting specific contributions to national sectoral development, enabling support and localised project development. The research was conducted in collaboration with the University of Liverpool and Prof. David Mullins.

The following reports provide detailed insights on the programme, its impact, and what we can learn from grantees and their partners. Further tracking work will take place throughout 2024-2025, as we capture impacts from funded projects that have completed their housing schemes. Additional reports will be published on this in 2025.
